Fun, Cool Committee
Do you know the game of stealing chairs? There's one less chair than the number of participants, and when the music stops, I sit on the chair quickly. This is what the National Assembly does every two years. This time, there is a fun and cool position, and both the ruling and opposition parties are coveting it.
What's that position?
Legislation and Judiciary Committee (a.k.a. Legislation and Judiciary Committee) The National Assembly is the place where the law is made. But there are so many different fields of law, such as transportation, national defense, and welfare. So we divided it into 17 categories and formed a committee. One of them is the Legislation and Judiciary Committee, which deals with issues related to the law, such as courts and prosecutors.
Why are you so greedy?
All committees must be reviewed by the Legislation and Judiciary Committee before putting the bill to the plenary session (permanent committee → judiciary committee → plenary session). See if the new bill goes against the Constitution or laws that already exist. If he fails to pass the plenary session, he will not be able to go to the plenary session.
Then you must be really strong.
That's right. Because they're so strong, they have side effects. The chairman of the Legislation and Judiciary Committee uses this authority as a political weapon to deliberately slow down or reject any laws he doesn't like. In fact, at the time of the 19th National Assembly, the chairman of the Legislation and Judiciary Committee refused to pass the law, which was already agreed upon by the ruling and opposition parties, saying it had not gone through enough consideration. They covet each other because the "who eats the judiciary committee" determines whether to pass the bill they want.
Who do you think will sit down this time?
Originally, the Future United Party was sitting down, but now the Democratic Party of Korea is paying attention.
Democratic Party of Korea: Since the 17th National Assembly, the Legislation and Judiciary Committee has traditionally been given to the opposition party, but I must stop doing that now. It takes too long to deal with the bill. Let's get rid of the power of screening.
Q: What are you talking about? You're already strong because you have so many seats, but wouldn't you get too strong if you took the only means of checking?
It should be seen until the 21st National Assembly opens, but if the Democratic Party punishes and coolly hands over the popular committee, the United Party may agree with the OK.
+ Who is the most sought-after committee that be a bargaining chip?
Special Committee on Budget and Accounts: Review the National Assembly's budget plans, including the supplementary budget bill.
Land, Infrastructure and Transport Committee (National Land Commission): A place where civil engineering projects can be carried out. It's an advantage in securing a local budget, so it's where the elected want to go the most.
Science, Technology, Information, Broadcasting and Communications Committee: It deals with broadcasting industry-related bills such as the 'N-Bang Bang Prevention Act'.
+ Has anyone seen the debate in the main hall?
I'm afraid not. Because our country doesn't discuss much at the plenary session. The Korean National Assembly finishes most of its discussions on whether the bill is good or not and how to change it (the centralism of the committee). If it's passed by the committee, it's pretty much the same in the plenary session. On the other hand, countries like Britain discuss and decide all bills at the plenary session.
